LIFE Programme: EU Funding for Environmental, Climate, and Energy Initiatives (2021-2027)
The LIFE programme for the period 2021-2027 stands as the sole EU funding initiative exclusively dedicated to environmental, climate, and energy objectives. This initiative plays a crucial role in steering the transition towards a cleaner, circular, and energy-efficient economy, contributing to climate neutrality and resilience. With a track record of supporting over 5,000 projects, LIFE aims to address specific goals through innovation, policy enforcement, and the integration of successful solutions into various sectors.

The LIFE programme 2021-2027 comprises four sub-programmes, namely:
- Nature and biodiversity
- Circular economy and quality of life
- Climate change mitigation and adaptation
- Clean energy transition, a new component previously under Horizon 2020
Combining Funding Sources
Applicants have the flexibility to combine LIFE programme funding with other EU sources such as InvestEU and Horizon Europe. However, it is crucial to prevent overlapping with funds from other EU programmes, and applicants must transparently disclose related funding in their project proposals.
The LIFE programme extends its support to hydrogen-related projects, addressing clean energy transition, best practices, coordination, and capacity building. It focuses on areas like developing policy frameworks, technology roll-out, digitalization, attracting private finance, and involving citizens in the clean energy transition. Notably, the programme does not support large infrastructure construction but is tailored for demonstration and governance projects.
With a total financial envelope of €5.43 billion for 2021-2027, the LIFE programme allocates €1.94 billion for climate action. The climate action field, pertinent to hydrogen-related projects, encompasses sub-programmes for 'Climate Change Mitigation and Adaptation' (€947 million) and 'Clean Energy Transition' (€997 million).
Types of Projects Eligible
The LIFE Programme supports various project types, including Standard Action Projects, Strategic Integrated Projects, Technical Assistance Projects, Other Action Grants, and Operating Grants. Conditions for application are detailed in the LIFE multiannual work programme 2021-2024.
